Approval of Cost Accounting Plan

This Order approves Southern New England Telephone Company's (SNET) cost accounting plan for its market trial of video dialtone service. Specifically, we approve the accounting plan filed by SNET in its Description and Justification filed in Transmittal No. 641, on March 9, 1995, as modified by a supplement filed on June 19, 1995. This approval is subject to the following three conditions that must be met within 30 days of publication in the Federal Register. SNET is required to: revise its accounting plan to include subsidiary records that reflect replacement of retired transmission plant with fiber optic and coaxial cable facilities within the VDT trial's geographic areas; provide a detailed explanation, including appropriate documentation, regarding the sufficiency of its internal controls and include an evaluation of internal controls for video dialtone service in its 1995 annual audit of its Cost Allocation Manual. Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
