US Revises Treaty Rule for Foreign Nationals Detained in Exclusion Proceedings

The US is revising a treaty rule to ensure foreign nationals detained in exclusion proceedings are aware of their right to communicate with consular or diplomatic officers from their home country, and to notify immigration officers of changes to treaty obligations.
