Revisions to the Export Administration Regulations; Transfers of Technology to Foreign Nationals in the United States

The Bureau of Export Administration is amending the Export Administration Regulations (EAR) to clarify exports of technical data, deeming the release of technical data and source code to a foreign national as an export to the foreign national's home country.
