Federal Acquisition Regulation; Consent to Subcontract
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to revise the Federal Acquisition Regulation (FAR) to eliminate the exception for contracting officer consent for major systems and subsystems. Under this new rule, contracting officers can specify subcontracts in the contract schedule for major systems requiring special surveillance, and the prime contractor must obtain consent to subcontract.
