Maryland Regulatory Program

OSM is approving a proposed amendment to the Maryland regulatory program (hereinafter referred to as the ``Maryland program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Maryland proposed revisions to and additions of statutes pertaining to sections 7-501 (Definitions), 7-504 (Operator's License), and 7-517.1 (Liability) of the Annotated Code of Maryland (Code). The proposed amendment would allow a ``limited liability company'' to become an operator of surface coal mining operations under Maryland's approved program.
