Avocados From Hawaii

We are amending the regulations governing the interstate movement of Hawaiian fruits and vegetables to allow avocados to be moved from Hawaii into Alaska, accompanied by a limited permit and subject to certain conditions. This action is warranted because the climatic conditions in Alaska ensure that pests of avocados will not present a threat to agriculture in that State. This action relieves some restrictions on the interstate movement of avocados from Hawaii without presenting a significant risk of introducing injurious insects into the United States. We are also amending the regulations to clarify that limited permits may be issued by inspectors or by persons operating under compliance agreements, unless the regulations specify that the limited permit must be issued by an inspector.
