Computer Systems Laboratory Cooperative Agreement Program Availability of Funds

The Computer Systems Laboratory (CSL) National Institute of Standards and Technology (NIST) announces funding availability for cooperative agreements to support its ongoing programs in the following fields of research: Human--Computer Interfaces, Image Recognition, Parallel Processing, Wireless communications, and Collaborative Engineering. Specific details are outlined below in the Program Objectives section. The purpose of the CSL program is to expand the research being performed in these fields and disseminate resulting information publicly for potential commercial use. Applicants must submit an abbreviated proposal for preliminary screening; based on the merit of the abbreviated proposal applicants will be advised whether a full proposal should be submitted. A proposal shall deal with only one area of research.

Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the City and Borough of Juneau's Seawalk Extension Project, Juneau, Alaska

NMFS has received a request from the City and Borough of Juneau (CBJ) for authorization to take marine mammals incidental to the Seawalk Extension Project in Juneau, Alaska (AK). Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS is also requesting comments on a possible one-time, 1-year renewal that could be issued under certain circumstances and if all requirements are met, as described in Request for Public Comments at the end of this notice. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and agency responses will be summarized in the final notice of our decision.

Welded Stainless Steel Pressure Pipe From the Socialist Republic of Vietnam: Preliminary Results of and Intent To Rescind, in Part, Antidumping Duty Administrative Review; 2024-2025

The U.S. Department of Commerce (Commerce) preliminarily determines that sales of welded stainless steel pressure pipe (stainless pressure pipe) from the Socialist Republic of Vietnam (Vietnam) were made at less than normal value (NV) during the period of review (POR) July 1, 2024, through June 30, 2025. Additionally, Commerce intends to preliminarily rescind the review, in part, with respect to seven companies. Interested parties are invited to comment on these preliminary results of review.

Fisheries of the Exclusive Economic Zone Off Alaska; Reallocation of Pacific Cod in the Bering Sea and Aleutian Islands Management Area

NMFS is reallocating the projected unused amounts of Pacific cod from catcher vessels using trawl gear to catcher vessels less than 60 feet (18.3 m) length overall (LOA) using hook-and-line or pot gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to allow the 2026 total allowable catch (TAC) of Pacific cod in the BSAI to be harvested.
