Pipeline Safety Regulations: Random Drug Testing Rate and Contractor Reporting Requirements

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has set the minimum random drug testing rate for covered employees at 25% for 2013, and operators must submit drug and alcohol testing information for contractors performing covered functions. PHMSA will provide DAMIS login credentials through the PHMSA Portal (https://portal.phmsa.dot.gov/pipeline) instead of mailing them to operators for 2012 reporting.
