USDA Proposes Rule to Promote Paper and Paper-Based Packaging

The US Department of Agriculture (USDA) is seeking public comment on a proposed rule to maintain and expand markets for paper and paper-based packaging, with a referendum among eligible manufacturers and importers to determine implementation prior to its effect. The program would be financed by an assessment on paper and paper-based packaging manufacturers and importers, administered by a board of industry members appointed by the Secretary of Agriculture.
