Revisions to the Export Administration Regulations (EAR) To Make the Commerce Control List (CCL) Clearer

The Bureau of Industry and Security (BIS) has published an advance notice of proposed rulemaking to revise the Commerce Control List (CCL) and make it clearer, as part of the President's Export Control Reform (ECR) Initiative. The proposed rule aims to implement changes that can be made without requiring changes to multilateral export control regime guidelines or lists.
