U.S. Fish and Wildlife Service Proposes Special Rule for Polar Bear Conservation

The U.S. Fish and Wildlife Service is proposing a special rule to conserve the polar bear under the Endangered Species Act of 1973, allowing the Secretary to regulate activities that harm the species.
