Hazardous Materials Transportation: Revisions to Special Permits Procedures and Response to Appeals

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has revised the Hazardous Materials Regulations to improve the evaluation of special permit applicants, requiring them to provide more detailed information about their operations. This change responds to appeals from entities affected by the January 5, 2011, final rule, which also provided additional clarification to the original requirements.
