CFTC Finds San Juan Financial Basis Contract Does Not Perform Significant Price Discovery Function

The Commodity Futures Trading Commission has issued an order stating that the San Juan Financial Basis contract, traded on the IntercontinentalExchange, Inc., does not fulfill its primary function of price discovery, as required by the Commodity Exchange Act.
