Revisions to the Export Administration Regulations (EAR): Control of Submersible Vessels, Oceanographic Equipment and Related Articles

The Bureau of Industry and Security (BIS) has published a proposed rule that outlines how certain oceanographic equipment and submersible vessels will be controlled under the Commerce Control List (CCL) in new Export Control Classification Numbers (ECCNs). The rule aims to update the control of these items, including closed and semi-closed circuit apparatus, engines, and propulsion systems, as well as submersibles for cargo transport.
