The Rural Utilities Service (RUS), a division of the U.S. Department of Agriculture (USDA), plans to prepare an environmental impact statement (EIS) for Basin Electric Power Cooperative's (Basin Electric) proposed Antelope Valley Station (AVS) to Neset Transmission Project in North Dakota. The public is invited to comment on the project's scope and other issues during public scoping meetings.
