SBA Reforms 8(a) Program to Remove Presumption of Social Disadvantage for Individually Owned Firms

The U.S. Small Business Administration (SBA) is amending its regulations to align the Section 8(a) Business Development Program with constitutional requirements and the law, excluding entity-owned firms. The changes remove the rebuttable presumption of social disadvantage for individuals owning small businesses and establish revised standards for establishing social disadvantage.
