U.S. Administration Rescinds Policy on Notice and Comment Rulemaking

The U.S. Administration has finalized a rule to eliminate the need for notice and comment procedures in certain situations, reverting to the standard requirements of the Administrative Procedure Act, while retaining the option to engage in voluntary rulemaking on a case-by-case basis.
