Endangered and Threatened Species; Petition To Establish a Vessel Speed Restriction and Other Vessel-Related Measures To Protect Rice's Whales

The Natural Resources Defense Council and other organizations submitted a petition to the National Marine Fisheries Service to establish a 10-knot vessel speed limit in the Rice's whale habitat area, and NMFS is seeking public comments on the proposal.
