EPA Revises Pennsylvania's RACT Plan for VOC Emissions
The Environmental Protection Agency (EPA) is revising its 2020 approval of Pennsylvania's state implementation plan (SIP) revisions for Reasonably Available Control Technology (RACT) requirements for the 2008 ozone national ambient air quality standards (NAAQS). EPA is partially approving and partially disapproving the 2018 submittals, approving certain clarifying amendments and a negative declaration, while disapproving the remainder of the submittals related to control techniques guidelines (CTGs) and VOC emissions from industrial cleaning solvents.
