EPA Withdraws Findings of Failure to Submit State Implementation Plan and Finding of Failure to Attain for Rusk and Panola Counties, Texas

The US Court of Appeals for the Fifth Circuit vacated the EPA's nonattainment area designation for Rusk and Panola Counties, Texas, for the 2010 SO2 NAAQS, requiring the withdrawal of EPA's findings of failure to submit and failure to attain.
