Publication Procedures for Federal Register Documents During a Funding Hiatus

During an appropriations lapse, the Office of the Federal Register (OFR) publishes documents necessary to address imminent threats or funded programs, with the responsibility to provide justification for publication. The OFR is prohibited from publishing other agency documents unless received before the lapse began.
