US Department of Justice Proposes to Remove Certification Process Rule for State Capital Counsel Systems

The Department of Justice is proposing to remove the 2008 regulations implementing certification procedures for states to qualify for special Federal habeas corpus review procedures in capital cases, following a court-ordered extension of the public comment period and response to comments.
