Air Plan Partial Disapproval and Partial Approval; Tennessee; Revisions to Startup, Shutdown, and Malfunction Rules

The Environmental Protection Agency (EPA) is proposing to partially approve and partially disapprove a State Implementation Plan (SIP) revision submitted by the State of Tennessee, in response to a finding of substantial inadequacy regarding provisions related to excess emissions during startup, shutdown, and malfunction events. The proposal includes approval of certain corrected provisions and disapproval of others.
