DHS Rescinds Reserve Officer Training Corps and Military Recruiting on Campus Clause from HSAR

The Department of Homeland Security is issuing a final rule to remove a clause from the Homeland Security Acquisition Regulation that prohibits awarding certain Federal contracts to institutions of higher education that prohibit Reserve Officer Training Corps units or military recruiting on campus, as amendments to the Federal Acquisition Regulation have made these provisions unnecessary since December 2020.
