Surface Transportation Board Proposes New Reciprocal Switching Regulations

The Surface Transportation Board has decided not to pursue revisions to its reciprocal switching regulations, instead proposing a new set of rules in Docket No. EP 711 (Sub-No. 2) that would provide access to reciprocal switching when service is inadequate.
