FCC Seeks Comments on Requiring Cable and DBS Providers to Offer Rebates During Blackouts

The Federal Communications Commission is seeking public comment on whether cable operators and direct broadcast satellite providers should be required to offer rebates to subscribers who are deprived of video programming during programming blackouts resulting from failed retransmission consent negotiations or failed non-broadcast carriage negotiations.
