EPA Proposes Approval of California Air Quality Plan to Offset Vehicle Emissions

The Environmental Protection Agency (EPA) is proposing to approve revisions to California's air quality plan to demonstrate that the state has implemented measures to offset growing vehicle emissions in four nonattainment areas, in compliance with the Clean Air Act.
