NHTSA Denies Petition for Rulemaking on Winter Windshield Washer Fluid
The National Highway Traffic Safety Administration (NHTSA) has denied a petition submitted by Mr. Stevan Panin, requesting that the agency amend Federal Motor Vehicle Safety Standard (FMVSS) No. 104 to require the use of a standardized winter specification windshield washer fluid to prevent accidents caused by obstructed visibility from frozen windshield washer fluid.
