VA to Refer Cases of OTH Discharges to VBA for Character of Discharge Determinations

The Department of Veterans Affairs is updating its regulations to clarify that cases involving other than honorable discharges will be referred to the Veterans Benefits Administration for character of discharge determinations, in order to align with current practice and statutory requirements.
