EPA Proposes Partial Approval and Disapproval of California's Air Quality Plan

The Environmental Protection Agency (EPA) is proposing to approve parts of California's plan to meet the 1997 national ambient air quality standards for fine particulate matter in the San Joaquin Valley, while disapproving a key contingency measure element.
