US Postal Service Proposes New Rules on Mailpiece Delivery

The US Postal Service Commission is proposing new rules that would clarify when letters can be delivered outside of the mail and when the traditional letter monopoly does not apply to a mailpiece, inviting public comment on the proposed rule.
