DoD, GSA, and NASA Propose Changes to FAR for SBIR and STTR Programs

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) are proposing to update the Federal Acquisition Regulation (FAR) to address data rights and competition requirements for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs, which were first published in the Federal Register on April 2, 2019.
