USPTO Proposes Changes to PTAB Rules to Expand Access to Practice

The USPTO is proposing amendments to its rules for practicing before the Patent Trial and Appeal Board to allow non-registered practitioners to serve as lead counsel in certain patent cases, and to provide an alternative procedure for recognizing counsel pro hac vice.
