Skagit Public Utility District Seeks Comments on Preliminary Hydropower Facility Designation

The Skagit Public Utility District is seeking public comments and motions to intervene on its preliminary determination to designate a hydropower facility as a qualifying conduit, a designation that would allow the district to sell excess energy to utilities and other buyers.
