Agency Information Collection Activities; Proposed Collection; Comment Request; Standard for the Flammability of Mattresses and Mattress Pads and Standard for the Flammability (Open Flame) of Mattress Sets

As required by the Paperwork Reduction Act of 1995, the Consumer Product Safety Commission (CPSC or Commission) requests comments on a proposed extension of approval of a collection of information from manufacturers and importers of mattresses and mattress pads. The collection of information is set forth in the Standard for the Flammability of Mattresses and Mattress Pads and the Standard for the Flammability (Open Flame) of Mattress Sets. These regulations establish testing and recordkeeping requirements for manufacturers and importers subject to the standards. The Office of Management and Budget (OMB) previously approved the collection of information under control number 3041-0014. OMB's most recent extension of approval will expire on August 31, 2023. CPSC will consider all comments received in response to this notice, before requesting an extension of approval of this collection of information from OMB.

Notice of Availability and Request for Comment: Revision to the Voluntary Standard for Products Containing Button Cell or Coin Batteries

The U.S. Consumer Product Safety Commission's (Commission or CPSC) mandatory rule, Safety Standard for Button Cell or Coin Batteries and Consumer Products Containing Such Products, incorporates by reference UL 4200A, Standard for Safety for Products Incorporating Button Batteries or Coin Cell Batteries. UL notified the Commission that it has revised this incorporated voluntary standard. CPSC seeks comment on whether the revision improves the safety of button cell or coin batteries and consumer products containing such products.

Revocation of Obsolete Rules Regarding Infant Bouncer Seats and Stationary Activity Centers

The U.S. Consumer Product Safety Commission (Commission or CPSC) is reviewing its regulations to reduce regulatory burdens and costs. Pursuant to this review, CPSC has identified two rules concerning infant bouncer seats and stationary activity centers that are now obsolete because those products are subject to newer, more comprehensive mandatory safety standards issued by the Commission. This direct final rule removes the obsolete provisions to eliminate unnecessary duplication and improves regulatory clarity for manufacturers, testing laboratories, regulators, and the public. This action does not eliminate or reduce any mandatory federal safety standard applicable to infant bouncer seats or stationary activity centers. Both product categories will remain subject to the Commission's mandatory safety standards.
