USDA Proposes to Lift Stay on Animal Welfare Rule, Update Compliance Dates

The Animal and Plant Health Inspection Service (APHIS) is proposing to lift a stay on a final rule requiring research facilities and dealers to develop contingency plans and train personnel, updating compliance dates and clarifying intent to better prepare entities for emergencies.
