Railroad Industry to Adopt New Methodology for Cost of Capital Determination

The Railroad Board proposes to add a new model to its existing methodology, combining the Morningstar/Ibbotson Multi-Stage Discounted Cash Flow Model and the Capital Asset Pricing Model, to better estimate the cost-of-equity component of the cost of capital.
