EPA Proposes New Regulations for Coal Combustion Residuals Disposal

The Environmental Protection Agency proposes new regulations to address the Environmental Protection Agency (EPA) court decision in Utility Solid Waste Activities Group, et al. v. EPA, which vacated provisions allowing unlined impoundments to continue receiving coal ash unless they leak, and classifying clay-lined impoundments as lined, thereby allowing such units to operate indefinitely.
