Surface Transportation Board Adopts Rule to Extend Negotiating Periods for Trail Use

The Surface Transportation Board has finalized a rule change to extend the negotiating period for trail use, allowing for up to four one-year extensions with agreement from the trail sponsor and railroad, and permitting additional extensions in extraordinary circumstances.
