ConnectGen Albany County LLC has submitted a proposal to interconnect its proposed Rail Tie Wind Project with WAPA's existing transmission line in Albany County, Wyoming, prompting the agency to prepare an environmental impact statement under the National Environmental Policy Act of 1969.
