FHWA Establishes New Special Experimental Project to Evaluate Delegation of Program-Wide Responsibilities to States

The Federal Highway Administration (FHWA) is launching a new Special Experimental Project (SEP-16) to assess the feasibility of delegating certain program-wide responsibilities to states, including the process for requesting delegated authority. The project aims to evaluate states' interest in taking on program-level decisions, such as design standards and real property acquisitions, while excluding federal decisions on eligibility and compliance.
