Surface Transportation Board Grants Part of NARPO's Petition to Limit Trail Use Negotiating Period Extensions

The Surface Transportation Board has partially approved a petition by the National Association of Reversionary Property Owners, opening a proceeding to consider revising regulations related to the National Trails System Act, with a proposed limit of six 180-day extensions of a trail use negotiating period, unless extraordinary circumstances apply.
