U.S. Fish and Wildlife Service Proposes Threatened Species Status for Black-Capped Petrel

The U.S. Fish and Wildlife Service is proposing to add the black-capped petrel to the list of endangered species under the Endangered Species Act of 1973, and also proposes a rule to conserve the species, with public comment invited on critical habitat designation.
