Department of Education Publishes New System of Records for Text Messaging Study

The US Department of Education has published a new system of records under the Privacy Act of 1974, titled 'Text Ed: A Study of Text Messaging to Improve College Enrollment Rates among Disadvantaged Adults.' The system collects identifying information from grantees participating in the Educational Opportunity Centers (EOC) program and adult participants receiving services from these grantees to evaluate the effectiveness of customized text messages in increasing college enrollment and FAFSA completion rates.
