EPA Withdraws Federal Implementation Plan Requirements for Texas on Fine Particulate Matter
The Environmental Protection Agency (EPA) is finalizing the withdrawal of federal implementation plan requirements for Texas electricity generating units to participate in sulfur dioxide and nitrogen oxide trading programs, following a court decision to remand the CSAPR Phase 2 SO2 budget for Texas. This move determines that Texas sources do not significantly contribute to nonattainment of the 1997 fine particulate matter standard.
