Surface Transportation Board Proposes Second Tentative Productivity Adjustment for Railroads

The Surface Transportation Board has proposed a second tentative productivity adjustment for railroads, inviting comments on a new 'linking factor' to compare the modified 2015 productivity adjustment to prior years' productivity adjustments, following a decision on September 29, 2017.
