PHMSA and FRA Publish Revised Regulatory Impact Analysis for Enhanced Tank Car Standards and Operational Controls

The Federal Railroad Administration (FRA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA) are publishing an updated Regulatory Impact Analysis (RIA) for the Enhanced Tank Car Standards and Operational Controls for High-Hazard Flammable Trains Final Rule, in response to the Fixing America's Surface Transportation (FAST) Act mandate, incorporating new testing and analysis from the National Academy of Sciences and updates to costs and benefits based on current economic conditions.
