U.S. Agency for International Development to Designate Personal Services Contractors as Contracting Officers

The U.S. Agency for International Development (USAID) is proposing to amend its Acquisition Regulation to allow U.S. Personal Services Contractors and Cooperating Country National Personal Services Contractors to serve as contracting officers and agreement officers, addressing a shortage of U.S. direct-hire staff and bolstering host country technical capacity.
