FCC Proposes Rule Changes for Rate-of-Return Carriers' Business Data Services

The Federal Communications Commission (FCC) is seeking public comment on proposed rule changes that would allow rate-of-return carriers to migrate their lower speed business data services to incentive regulation, potentially removing ex ante pricing regulation from higher speed services and providing further relief for competitive carriers.
