FCC Proposes 15-Year Freeze on Jurisdictional Separations, Offers Opt-Out Option for Rate-of-Return Carriers

The Federal Communications Commission (FCC) is seeking public comment on proposals to extend a freeze on jurisdictional separations for 15 years and provide an opt-out option for rate-of-return carriers who initially chose to freeze their category relationships.
